OVERSIGHT & MONITORING



         As required by funding agencies, federal Head Start programs receive a rigorous
         monitoring review by the Office of Head Start annually during its 5 year grant period.
         Programs funded by the California Department of Education also receive a program
         evaluation annually.


         No on-sight monitoring reviews occurred in the 2019-2020 program year for Early Head
         Start or Head Start.  The latest announced on-site monitoring reviews for Early Head Start
         and Head Start programs occurred in the 2016-2017 program year; the areas reviewed
         included CLASS and Comprehensive/School Readiness.  There were no areas of non-
         compliance during the review.  Migrant and Seasonal Head Start, and Migrant Early Head
         Start received a virtual Office of Head Start Focus Area One monitoring review in the 2019-
         20 program year; no areas of concern or findings were identified during the review.

         A Child and Adult Care Food Program Review was conducted on December 16, 2019 for the
         month of October 2019.  For three of the ten sites, facility review intervals were greater
         than six months apart.  For two sites, only two of three required facility reviews were
         conducted in the 2018-2019 program year.  No other areas were found out of compliance.

         State funded programs received an announced on-site full program evaluation in the 2018-
         2019 program year.  Two areas of non-compliance related to family fee assessment and
         family selections were found and corrected.


         Child & Family Services had no findings in the last financial audit on December 16, 2019.
